Patrick McCarty is Of Counsel to Ruddy Gregory, PLLC, in the Washington, DC office. Mr. McCarty is a seasoned financial services attorney with 35 years experience in banking, securities and commodities law.
Mr. McCarty has significant experience working at the Federal Financial Regulators: General Counsel of the CFTC (2002 to 2005), Senior Counsel in the SEC Chairman’s Office (2008-2009), and Staff Attorney at the FHLBB, OTS, RTC and FDIC (1989 – 1999). Mr. McCarty, who is a registered lobbyist, has extensive legislative experience having worked as Professional Staff on the House Banking Committee during passage of the Gramm Leach Bliley Act (1997-1999) and Senior Professional Staff responsible for Title VII Derivatives on the Senate Agriculture Committee during passage of the Dodd Frank Act (2009-2010). Mr.McCarty has also been General Counsel of a hedge fund/commodity pool and Founder of a CFTC registered clearing house for interest rate swaps. Between 2011 and 2017 Mr. McCarty was the Managing Director for US Government Affairs for 2 UK public companies.
Mr. McCarty is an adjunct professor at both Georgetown University Law Center, where he teaches a Seminar on Cryptocurrencies (2018 to present), and Catholic University of America Columbus School of Law, where he teaches a Class on Derivatives (2011 to present).
